Advocacy campaign – Overcoming discrimination against persons with disabilities based on the causes of disability between war and non-war PWD

In the framework of the project “Advocacy campaign – Overcoming discrimination against persons with disabilities based on the causes of disability between war and non-war PWD”, Social Inclusion Foundation in Bosnia in Herzegovina (SIF in BiH) will implement activities aimed at advocating on implementation of the Law on prohibition of discrimination in BiH through discrimination removal between war and non-war persons with disabilities based on the causes of disability.

Regarding the fact that there is a huge difference between war and non-war PWDs in BiH, this campaign is aimed at drawing attention to the existing discrimination and advocating for the implementation of the Law on prohibition of discrimination in BiH.

Given that UN Convention on rights of the persons with disabilities, every person with disability should have equal status and equal rights. Bosnia and Herzegovina’s application for membership in the EU is accepted, and on that long path of BiH to EU, one of the important standards, that have to be respected, is a removal of this form of discrimination.

Specific objectives of the project:

*        Increasing the visibility of this form of discrimination among PWD population,

*        Including associations of PWD in advocacy campaign,

*        Advocating on solving this problem with decision makers,

*        Adopting Law on unique principles and the framework of the financial support of the persons with disabilities,

*        Preparing and adopting document with recommendations for law changes that regulate rights and charges of PWD without discrimination.

Project will be implemented from the September 1, 2016 to June 30, 2017.

The funds to finance the above program were provided by the U.S. Government agency (USAID) and Open Society Fund BiH in the framework of the third cycle of project Equality for everyone – Civil society coalition against discrimination”, aimed at supporting active role of the civil society organizations to fight against discrimination and implementation of the anti-discrimination legal framework in BiH. Programme activities are implemented by Mediacentar Sarajevo in cooperation with Centre for Social Research Analitika, Association Rights for All and Your Rights BiH.

Civil Society Sustainability Program (CSSP)

Civil Society Sustainability Program (CSSP) is a five-year project implemented by Center for Civil Initiatives (CCI), as a main implementer, and Center for Promotion of Civil Society (CPCD) as a partner. Program is implemented from September 2013 to August 2018. It is funded by USAID and British Embassy in BiH.

CSSP is strengthening the role of civil society in BiH in development of the public policies, monitoring of the implementation of the policies and building a foundation for long-term sustainability of civil society organizations (CSOs) in BiH. CSSP's goal is to strengthen the capacities of civil society to influence promulgation and implementation of the public policies of public interest in the following sectors: 1. employment and labor market, 2. economic development policies, 3. public finance, 4. education, 5. health, 6. environment and energy efficiency, 7. agriculture and rural development, 8. judiciary, 9. culture, 10. human rights-marginalized groups, 11. women rights and 12. combating corruption.

Confident in their capacities and the potentials to meet the challenges of project, in January 2014 SIF in BiH and IBHI responded to the call for strategic partners for implementation of the CSSP program. From February to April 2014, a wide process of selection of the best applicants – BH CSOs - was conducted in order to select the implementers in the mentioned 12 sectors. Among many quality contenders, SIF in BiH and IBHI were selected the CSSP Program's strategic partners for the sector human rights – marginalized groups.

Backbone of the CSSP Program, worth 4.8 mil USD, consists of the grants to the CSOs – sector implementers, as follows:

1.) Creation of the networks of sector stakeholders (up to 50.000 USD per sector);
2.) Public advocacy campaigns for solving of the priority problems in the sectors, as identified by the stakeholders' networks (up to 250.000 USD per sector),
3.) Development and implementation of the sustainability strategies and communication with citizens (up to 100.000 USD per sector).

The sector partners are applying for each consecutive grant, by presenting to donors a detailed technical proposal for implementation and utilization of the grant funds.

As one of the important outputs of the CSSP Program within the sector of SIF in BiH/IBHI's responsibility, the Coalition of marginalized groups in BiH KOMA has been established in November 2014 (please see ). In the course of the four years, KOMA will be implementing public advocacy campaigns for solution of the priority problems in the sector of human rights of the marginalized groups in BiH.

Our beneficiaries

It means a lot to me to get employed within this project, it means security and existence for our families. In this way we are making an income and ensure years of service. The new equipment procured during this project, such as trimmers and a truck means better quality of work and better working conditions. This will probably create opportunities that we stay to work after the project ends.

  • Bojana Glogovac, Trebinje

This opportunity for employment for five months within the project supported by the Social Inclusion Foundation in BiH means a lot to me. I was involved in work occupation. This is the first time that I am employed and that I earn some money.

  • Srećko Lalić, Trebinje

Prior to this project I did not have an opportunity to work. I graduated from the high school of economics. This is the first time that I work. • Almir Bakić, Tuzla

The greenhouse means a lot to me because I have been unemployed for years. I have been a person with disability since 2007 and I cannot find a job. The donated greenhouse enabled my self-employment. After spinach I will plant onion and lettuce, which I am planning to sell. I am grateful to the Social Inclusion Foundation in BiH and the association "BOSPER" for enabling people like me to achieve something on their own.

  • Šefik Čajić, Tuzla

I have been retired for 10 years. I suffer from bi-polar depression. Work at a greenhouse is a kind of occupational therapy for me. My wife and younger son are helping me. I will try to sell the spinach at the market. I was planning to plant tomato and paprika after spinach. Selling spinach and other vegetables will help to my family, because I receive a minimal pension.

  • Edin Korugić-Zahirović, Donji Vakuf

There are 7 members in our household. I am a war invalid with 70% impairment and I am unemployed. The work in the greenhouse means a lot for the financial profit since I have three children who go to school, and incomes are very low. I hope that we will be able to sell vegetables and that there will be opportunities to employ more people.

  • Ćamila Hadžić, Donji Vakuf

Work in the greenhouse means that I will have little better living conditions and that I would be able to earn some money for my children. Every income is welcome as we are many in the family, we are paying the rent, three children go to school and only my husband works. I hope there will be more opportunities for work.

  • Duška Ševa-Majdandžić, Banja Luka

My business plan was procurement of a cow because I live in the country side. We already have one cow, but that was not suficient. Therefore I have aplied for the donation of one more cow, as it means a lot to my household for the financial income, and also because of our needs for milk, cheese and cream. By selling the products we are trying to make an income. Besides selling milk and milk products, you can also sell one calf per year and earn 1000.00 BAM.
